Most frequent questions and answers
The Dominica Air & Sea Ports Authority (DASPA) is responsible for the operation of all ports of entry on the island. DASPA is the custodian of all cargo entering Dominica and is a entirely separate entity from the Customs & Excise Division.
The Customs & Excise Division is responsible for collection of duties and taxes on all items imported into the state. All goods imported into Dominica must be cleared through Customs.
- Visit your local shipping agents to obtain the Simplified Declaration Form (ASYCUDA Waybill) which gives release of the package(s) to you.
- Present the ASYCUDA Waybill to the Tailgate Officer at the port where you will pay all applicable tailgate fees and receive a Tailgate Invoice and/or Receipt.
- Present the ASYCUDA Waybill along with the paid Tailgate Invoice and/or Receipt to the Port Security Officer upon entry to the port container yard.
- Next present your documents to the Port Shed Officer at the advised cargo shed where your package(s) will be located for you.
- Request the assistance of a Customs Officer stationed in the cargo shed who will examine the contents of the package(s) and record his examination on the ASYCUDA Waybill.
- Provide the ASYCUDA Waybill to the Customs Cashier where the duty payment payable by you will be calculated and collected.
- After payment, return to the Shed where the packages were examined and present the customs receipt and other documents to the Customs Officer who will keep necessary documents and return to you documents needed to proceed.
- Next present the Customs Release to a Port Shed Officer who will then prepare a Gate Pass releasing the package(s) into your care.
- Upon exiting the shed, the Port’s Gate Pass will be verified by the Port Security Officer stationed at the shed against your packages.
- Upon exiting the port compound, additional verification will be done by another Port Security Officer.
Every package that enters the port facility is given a seven (7) business days grace period in which the cargo is to be collected. After those seven (7) days have elapsed the package will incur storage fees (based on volume) at intervals.
- First period i.e. first 2 days after the grace period has elapsed is at $4.05
- Second period i.e. an additional 2 days after the first period has elapsed is at $6.75
- Third period i.e. every 3 days intervals thereafter is at $11.25 per

- They have completed both doses of the approved COVID-19 two dose vaccine regime or have received the single dose Johnson & Johnson COVID-19 vaccine.
- The vaccine has been approved by the Ministry of Health, Wellness and New Health Investment and World Health Organization (WHO).
- Second dose of vaccine (not applicable to the Johnson & Johnson vaccine) has been received more than two weeks prior to travel to Dominica.

Further vaccines may be added by the Ministry of Health, as approved by the World Health Organization.
All Travelers Shall:
- Travelers will no longer be required to fill and submit the pre-travel form online.
- Vaccinated travelers must present proof of vaccination to airlines or other travel carrier prior to boarding and upon disembarkation in Dominica.

Travelers shall:
The requirement for pre-arrival testing and testing on arrival for vaccinated travelers at all ports of entry, to include seafarers and yachters, has been removed.
Children 12 and under will assume the status of parents or guardian.
Testing on arrival for symptomatic travelers will remain in effect.
- Vaccinated travelers must present their proof of vaccination upon disembarkation
in Dominica. Once vaccination proof is validated, traveller will be free to enjoy
Dominica.
PROTOCOLS FOR PERSONS WHO ARE NOT FULLY VACCINATED.
They have no valid evidence of vaccination.
They have received a vaccine which has not been approved by the Ministry of Health and World Health Organization.
They have only received one dose of a two-dose vaccine regimen.
Two weeks have not elapsed since their second dose or single dose or 1/1 series of Johnson and Johnson.
Compulsory requirements for all arriving unvaccinated passengers/travelers:
- Travelers will no longer be required to fill and submit the pre-travel form online.
- Take a PCR test within 72 hours prior to arrival OR a Rapid Antigen Test within 48 hours prior to expected arrival time into Dominica;
- Rapid Antigen Test results must be from an accredited/certified facility. (No Rapid Antigen Home Test or self-administered test results will be accepted).
- Unvaccinated travelers must present Negative PCR test result from a nasopharyngeal swab taken
within 72 hours prior to arrival OR Negative Rapid Antigen Test result from nasopharyngeal swab
taken within 48 hours prior to expected arrival time into Dominica to airlines or other travel carrier
