- Cruise vessels would be guaranteed a Berth night at Roseau Cruise Ship Berth in the south and Cabrits Cruise Ship Berth in the North.
- Cruise vessels would be allowed the freedom of continuing their onboard activities during the period whilst the ship is loading water alongside, i.e., casinos etc.
- No passenger taxes would be levied for cruise vessels calling strictly for loading fresh drinking water.
- Passengers from cruise vessels calling to load water at night would not be allowed to disembark, but there would be no restrictions on the disembarkation of crew members.
- A reduction in the port charges for cruise vessels calling strictly for loading water at night will also be granted.
